Pros:
They offer a cost-predictable service for high-volume hiring needs — for building teams for roles such as developers or AEs — where the impact of mis-hiring is low and can easily be absorbed back into the hiring plan.
Cons:
Despite stating otherwise, they always function as an extension of the client’s hiring team, which means that if the client follows a suboptimal approach, the extended team will too.

They’re cooks, not chefs – following a recipe with little creativity. Everything is by-the-book; they mix the ingredients and hope for the best. If anything goes off-script, they’re in trouble.
As with all RPO models, they are not suited for critical hires; they charge based on time rather than placement success, they are incentivised and measured on activity rather than results.
The on-site recruiters assigned always lack the experience and expertise of the individuals who initially sold the project.
